INsPIRE – Innovative Governance Practices in the Higher Education Institutions in Iraq

The project seeks to address weaknesses in existing governance higher education systems across involved HEIs in Iraq. The literature provides many models to describe governance HEI systems and governance changes. These models have been affected by the wave of reforms in HEIs over the world. One of the most recent model (the Equalizer model developed by De Boer, Enders and Schimank in 2008) is developed with consideration of recent global changes such as: the economic recession and the consequent decline in public expenditure, the growth of processes such as internationalisation, globalisation, and Europeanisation; the disillusion of state-centred steering of HE and the now encouraged marketisation. The dimensions identified are related to the role of the state and the new players that can be involved in the HEI governance; the role of academic and managerial staff; the competition for scares resources.  Following this model, improving governance means to focus on several aspects, some of which are of increasing importance. Thus, improving governance means strengthening the following areas.

INsPIRE seeks to achieve good governance practices in the HEIs in Iraq, including institutional values such as autonomy, accountability, participation, internationalization and well-structured management systems that assures the implementation of these practices.

INsPIRE aims at:

  • Enhancing good governance, management and accountability practices in the HEIs
  • Establishing a clear governance framework, including well-defined and clear mission and goals through the definition and implementation of action plans
  • Strengthening the international relations management within the HEIs
  • Improving participation in strategic planning and development activities for non-university actors and non-state actors
