Abstract
Since 2014 UNIMED has committed its work to support Higher Education Institutions in crisis emergencies, promoting cooperation as a priority, through capacity building, mobility, exchange of ideas and sharing of knowledge. Universities are an essential element for countries’ reconstruction, the starting point for civil society, a place for discussing and proposing solutions to these crisis which are likely to erode the social fabric and the future of countries.
This consideration has been at the basis of our initiative Libya Restart, a comprehesive analysis of the Libyan Higher Education system upon which we have developed a set of tailored recommendations. Between 2018 and 2019 we have conducted an assessment work on the Higher Education system in Libya, its main priorities, needs and challenges, through the submission of a quantitative survey and a series of qualitative interviews. In this process, UNIMED has cooperated with the Presidencies and International Relations Offices of 16 Libyan universities. We spent one year collecting and analyzing data and documentation, discussing results with our friends in Libya, sharing ideas, making mistakes, finding alternative sources and interpretations. The Libya Restart report is the concrete result of our work.
In this long journey, we learnt that Universities can play a decisive role in easing the crisis, in rebuilding competencies and shaping the future of Libya. Universities in Libya can really make the difference through empowerment and collaboration, being the University considered as a key player for stability by the local population.
We are now eager to present and discuss the Report with the Libyan Universities, with the Minister of Education of Libya and with a wide range of international stakeholders, including European Ministries of Foreign Offices and Embassies, international organizations and other Mediterranean Universities, for the benefit of the whole Libyan Higher Education system. For this purpose, the Libya Restart Conference is organized by UNIMED with the support of the EU Delegation in Libya, and in collaboration with the Libyan Education Ministry, the Libyan National Erasmus Office Coordinator. The aim is to discuss concrete partnerships, actions and initiatives to support Libya’s future developments.
